Residential Housing Development Programs (RHDP)

Residential Housing Development Programs

The City of Portage Redevelopment Commission has prepared residential housing development programs (“RHDP”) for the construction of new residential housing in the City of Portage, Indiana Redevelopment District. The following programs are available below for public review. 

The 30-day public review period will begin on Wednesday, September 10 and will end on October 9, 2025.

The Redevelopment Commission has scheduled and will hold a special meeting on Thursday, October 9 at 4:30pm (CDT) in the Portage City Hall Council Chambers located at 6070 Central Avenue, Portage, Indiana to present each residential housing development program and to consider public input. This is not deemed to be a public hearing of the Portage Redevelopment Commission. Upon the meeting’s closure of the public input portion for the residential housing development programs, the Portage Redevelopment Commission may take action to consider individually declaratory resolutions on each residential housing development program.

Written comments, remonstrances and objections may be filed with the Secretary of the Commission in the Office of Planning & Community Development, 6070 Central Avenue, Portage, Indiana 46368, until Thursday, October 9, 2025, at 2:00 p.m. (CDT). All written comments, remonstrances, and objections will be dated and time stamped at such time of filing. At the public meeting, the Commission shall consider only those written statements that were filed in a timely manner.

 Authorization:

Pursuant to I.C. 36-7-14-53(d), before formal submission of any residential housing development program to the commission, the department of redevelopment shall:

(1)     Consult with persons interested in or affected by the proposed program, including the superintendents and governing body presidents of all school corporations located within the proposed allocation area;

(2)     Provide the affected neighborhood associations, residents, and township assessors with an adequate opportunity to participate in an advisory role in planning, implementing, and evaluating the proposed program; and

(3)     Hold at least one (1) public meeting to obtain the views of neighborhood associations and residents of the affected neighborhood. The department of redevelopment shall send notice thirty (30) days prior to the public meeting to the fiscal officer of all affected taxing units and to the superintendents and governing body presidents of all school corporations located within the proposed allocation area.

Overview

About Tax Increment Financing

Tax Increment Financing (TIF) is a type of financing that permits local governments to finance the redevelopment of blighted areas and the economic development of rapidly developing areas. The Portage Redevelopment Commission relies on TIF revenue to implement projects that create or enhance the economic viability of our city.

Tax increment is the property tax revenues collected on the increased assessed valuation of property in the area to be redeveloped or developed. Tax increment financing not only permits the acquisition of property for purposes of redevelopment or economic development but also provides another means for communities to finance infrastructure improvements in a blighted area or an economic development area.

TIFs are a popular means of financing local public investment intended to stimulate private sector investment and job creation, principally through infrastructure improvements. Presently, TIFs are used by local governments in 49 states.
